Somalia, US firm sign deal to guard coastline
NAIROBI, Nov. 25 (Xinhuanet) -- Transitional
Federal Government of Somalia on Friday signed an agreement
with a US-based maritime security firm to protect and
control its territorial waters. The two-year agreement
signed by Somali Fisheries and Marine Resources
Minister Hassan Abshir Farah and Peter Casini, President of
Topcat Marine Security, will help fight terrorism, curb
illegal fishing and combat pirates, who have used speed
boats, automatic weapons and satellite phones to target
UN-chartered ships and other vessels.
On
the northern hook of the Horn of Africa, a
stretch of arid land the size of England and
Wales declared itself independent 14 years ago.
It broke from a federation with its neighbours
in the rest of Somalia.
Since then, southern Somali warlords have
been battling it out, while the people of
Somaliland have been working on a process of
reconciliation, demobilisation and development.
Somalilanders believe they've established a
viable, democratic state, but no one seems to
have noticed.

court in Somaliland has found eight men guilty of
"terrorism" after the 2003 killing of one Kenyan and two
British aid workers. The court sentenced the eight to death,
of which four were present in court. The assumed motives for
the killings had been religious extremism.

Dueling Priorities for Beijing in the Horn of Africa
10/14/2005 - By David Shinn and Joshua Eisenman - The
Horn of Africa has become an increasingly important region
for China. Of the five countries—Sudan, Ethiopia, Eritrea,
Djibouti, and Somalia/Somaliland—that constitute the Horn,
Sudan looms especially large. China receives 7 percent of
its oil from Sudan, has invested millions in Sudan’s oil
sector, and supports Khartoum as it faces international
condemnation for its handling of the crisis in Darfur.
China’s engagement in tiny Djibouti and the still-struggling
state of Somalia and its breakaway sister, Somaliland, is
modest. Surprisingly, China’s growing ties with neighboring
Ethiopia and Eritrea have thus far escaped extensive review.
This analysis seeks to fill that void......
